Criteria-based activity where students explain whether or not the Canadian government was justified in imposing conscription policies in 1917. This package includes a student workbook and teacher guide.

Pedagogical intention:

Students develop criteria for government actions, then examine documents in order to establish facts, relate facts, and with those fact reason to support a position.
